How Township Government works

 

The township is the oldest form of government in the United States. Pennsylvania

is made up of 1,454 townships which cover 95% of Pennsylvania's land area.

 

West St. Clair Township is classified as a second class township by the Commonwealth of Pennsylvania. (Townships of the First Class are those having a population of at least three hundred inhabitants to the square mile. All others, unless they are home ruled, are classified as second class).

 

The governing body is made up of three elected board of supervisors , elected at large for six-year terms, who carry out the day-to-day resposibilities of improving their community. As the legislative body of the township, the board enacts and enforces ordinances, adopts budgets, levies taxes, approves expenditures and hires employees. Years ago, township supervisors were mainly in charge of maintaining forads and bridges. Today, their role has expanded to include public safety, land use, and environmental protection, among many other responsibilities.

 

Other elected officials include a municipal tax collector and three township auditors.

 

The Municipal tax collector is elected at large for a 4 year term. The Township tax collector is reponsible for collecting township and school district real estate and per capita taxes.

 

The Township auditors main responsibility is conducting the annual audit of the township finances. However, they also set the compensation rate for supervisors who are also employed by the Township as road master, road superintendent, road laborer, or secretary/treasurer.

 

The board of supervisors is also responsible for appointing a secretary/treasurer, road masters, and an emergency manager to be employees of the Township. To oversee the legal and engineering matters, a solicitor and engineering firm are also appointed to represent the township.

 

The Township Secretary/Treasurer is a clerk to the board of supervisors. Duties include but are not limited to office communications, record keeping, record retention and disposal, receive and deposit all moneys due to the township, keep accurate accounts, pay out all moneys due of the township, annually state the accounts and make them available to the board of auditors.

 

The Township Road masters are employees of the township. They are responsible for construction and maintenance of township roads and bridges, placing and maintaining underground tile installed by the township, maintenance of township equipment and more.

 

The emergency manager is responsible for organizing an emergency plan for the community in the event of a state of emergency. This person is an employee of the Township when their services are utilized.

 

The Township Solicitor, when requested to do so, shall assist with any legal matters of the township including bonds, preparation and review of ordinances, real estate transactions and actions in court.

 

The township engineer may direct the township on construction, reconstruction, maintenance and repair of streets, roads, pavements, bridges, culverts and other engineering work. The engineer may also prepare plans specifications and estimates of the work undertaken by the township.
