What is the difference between a Land Improvement/Use Permit and a Building Permit?

A Land Improvement permit formerly referred to as a Land Use Permit is a permit issued by the local municipality for improvements to a property within the municipality. West St. Clair Township's Land Improvement  Permit Ordinance requires all persons , Partnerships, Businesses and Corporations within the Township to obtain a Land Improvement permit for the intended construction, reconstruction, enlargement, alteration, or relocation of any building or structure. A structure is defined as a combination of materials to form anything constructed or erected on the ground or attached to the ground including, but not limited to, buildings, factories, sheds, cabins, houses, manufactured homes, carpports, porches, driveways, swimming pools, and other similar items.

In addition to needing a Land  Improvement Permit, a Building Permit may also be required.

A Building Permit is issued by  an inspection service designated by the municipality (currently this is: PA Municipal Code Alliance, Inc.)  PMCA  is the current building code office which performs the inspections on buildings within West St. Clair Township, when required, to verify construction meets the established Pennsylvania Uniform Construction Codes.

What is a minor subdivision?

The definition of a minor subdivision is any medium or high density subdivision containing not more than five (5) lots and any low density  subdivision which meet all of the following: fronting on an existing street, not involving any new street or road, or the extension of municipal facilities, or the creation of any public improvements and not adversely affecting the remainder of the parcel or adjoining property, and not in conflict with any provision or portion of the Comprehensive Plan, Official Map, or these regulations.

What is major subdivision?

The definition of a major subdivision is all subdivisions not classified as minor subdivisions, including but not limited to subdivisions of six (6) or more lots, or any size subdivision requiring any new street or extension of Township facilities, or the creation of any public improvements. Also includes the resubdivision of a parcel existing at the time this ordinance was adopted where the cumulative where the cumulative total of subdivided lots from the original parcel including the remainder exceeds five (5) lots.
